I'm not really sure. It looks like she stacked a couple of pieces on top of each other and rolled them, secured them, and then attached them to a popsicle stick. That's my best guess, but I'm no expert.

bells and whistles has it right, you take 3-4 pieces of 3/8" grosgrain and roll them onto a circle gluing w/ fabric glue every 2-3" then you can hot glue it onto a dowel rod or popsicle stick...very quick and easy

These are so cute! And I have a dress that I wanted to take pics of my daughter in with lollipops on it, but I wanted to find something for her to hold and keep her busy (she's 9-months old and can't sit still lol). This is such a great idea and would keep her busy enough to not run away and still look cute in the photo. I can't wait to make one and even a small one for her hair maybe too hehe.

Those are cute. Looks like it uses a lot of ribbon.

same concept as this: Dollar Store Crafts » Blog Archive » Make Coasters from Curling Ribbon (http://dollarstorecrafts.com/2009/04/ribbon-coasters/)

Just to let you know if you take all your tiny scraps and mix it in it makes an awesome lollipop.

Doesn't look that hard really. Just take some ribbon fold it and start rolling. I would glue it every inch or so. You could glue it to some felt to keep it from moving then onto the stick. Looks really cute!
