cute bow but how to make it

but pc. sticking out look like the reall small ribbon but how to get it to do that with the other bow? Thanks

It looks like the spikes or smaller ribbon natural stands out. when I have tried this mine is flat , also if I put it with a bow it is flat.
HOw does it stick out like that so well.

Very cute, but I'm not sure what you are asking exactly. Do you mean how the smaller ones kind of stand up? I think if you sprayed and baked it, it might work?
